A – ON EXAMINATION AND QUALITY ASSURANCE
1. Function
To advise and assist the Rector in organizing examinations, educational quality accreditation, and internal training inspection within the institution.
2. Responsibilities
a. On Examination Work
- Coordinate with the Training Department and the Admissions Center to organize admissions and semester exams in accordance with the regulations of the Ministry of Labor, Invalids and Social Affairs.
- Develop procedures for organizing final exams for modules, handling and securing exam papers.
- Take the lead in coordinating with other units to organize exams, supervise invigilation, grading, and reporting of exam results.
- Collaborate with departments to build exam question banks and apply IT in test preparation, grading, and result evaluation to enhance training quality.
- Work with the Training Department to manage the grade management module.
- Prepare payment sheets and confirm the exam invigilation workload for full-time lecturers.
- Verify IT and foreign language certificates issued by the institution.
- Resolve and handle students’ complaints regarding exam results.
b. On Educational Quality Accreditation
- Advise the Rector on improving training quality based on educational accreditation standards and criteria.
- Collaborate with other departments to research and develop tools for assessing training programs, content, and lecturer quality. Research and implement solutions to improve training quality.
- Organize surveys and cooperate with internal and external organizations to continuously enhance training quality.
- Guide, inspect, and report on the implementation of quality accreditation activities.
- Organize self-assessments based on the Ministry of Labor’s standards; report the results to propose external assessments.
c. On Internal Inspection
- Inspect the implementation of legal policies and educational regulations.
- Monitor the implementation of goals, curricula, content, teaching methods, exam regulations, diploma issuance, curriculum development, and compliance with teaching regulations; collect student feedback on curriculum and teaching.
- Handle complaints, denunciations, and feedback from staff, lecturers, and students related to training.
- Develop the annual internal inspection plan and submit it to the Rector for approval.
d. Act as the permanent body for the institution’s Science and Training Council.
e. Perform other tasks as assigned by the Rector.
B – ON TRAINING MANAGEMENT
I. Function
To advise and assist the Rector in managing, organizing, and developing training activities, including planning, curriculum, teaching materials, teaching organization, and quality, according to the regulations of the Ministry of Education and Training, the Ministry of Labor, and internal regulations.
II. Responsibilities
1. On Curriculum, Planning, and Timetables
- Develop training programs and plans; analyze long-term and annual training demands.
- Work with departments to build detailed training programs; organize, monitor, and supervise teaching activities; arrange classrooms and adjust timetables.
- Schedule general, foundation, and major-specific subjects. Monitor teaching schedules, handle make-up and accelerated classes.
- Verify teaching loads, class sizes, and teaching hours of lecturers.
2. On General Subject Management
- Schedule classes, assign lecturers, and track teaching performance. Handle contracts and payments for lecturers. Maintain lecturer profiles.
- Collect and manage online exam submissions, grade sheets, and answer booklets from general subject lecturers.
- Track and ensure timely grade submissions.
3. On Academic Affairs Management
- Handle student requests for leave of absence, transfers, program changes, dropouts, credit transfers, and late registrations.
- Review academic regulations. Confirm scores for national defense and physical education. Manage the student Q&A system.
4. On Degree and Certificate Issuance
- Prepare requests to purchase degree templates. Manage records of college and intermediate diplomas, national defense and PE certificates.
- Manage grades. Issue degrees, certificates, and academic transcripts.
5. On Admissions
- Register admission quotas. Draft admission regulations. Prepare documents to establish committees (Admissions Council, Secretariat, Inspection Board).
- Issue admission decisions, admission lists, and offer letters.
- Prepare required monthly, quarterly, and annual reports.
6. On Graduation Consideration
- Draft decisions to establish graduation review councils and secretariats.
- Prepare graduation lists. Print temporary graduation certificates and transcripts.
7. On Educational Management Software
- Administer the training portal system.
- Manage training program and schedule modules.
- Administer course registration and graduation modules.
- Manage timetable and lecturer modules.
- Propose software maintenance payments.
8. On Accreditation, Self-Inspection
- Implement training criteria. Draft standards and collect evidence. Build procedures to support the Quality Assurance Handbook.
9. On National Defense Education
- Create student lists for national defense education courses. Organize and manage class participation and grades.
- Coordinate with the Accounting Department for contract review and settlement.
- Distribute national defense education certificates.
10. On Issuing Announcements
- Release announcements on holidays, course registration, resits, graduation, national defense education certificates, and extra classes.
C – ON SCIENTIFIC MANAGEMENT AND STUDIES
a) Function
- To advise and assist the Rector in managing scientific research and international cooperation.
b) Responsibilities
Field of Science and Technology
- Develop and consolidate science and technology (S&T) plans; coordinate, monitor, and evaluate S&T implementation; report S&T activities to governing agencies.
- Guide and approve scientific research projects by lecturers and students.
- Monitor project progress, propose evaluation councils, and assess practical applications of research outcomes.
- Organize scientific workshops, propose and participate in science fairs, and conduct research skill training for students.
- Handle ministry- and province-level research topics; report to the Rector and assign relevant units.
- Recommend commendations for outstanding individuals or units in research.
- Manage scientific information, equipment, and publications; support intellectual property registration, protection, and transfer under Vietnamese law and international agreements.
- Act as the permanent body for the institution’s Science and Training Council.
- Perform other duties as assigned by the Rector.
